added back simple makefile to install the feature-based tracking executable and the scripts in /usr/local/bin so that they are accessible without typing the path to the source folder

Image functionalities (cvutils.py): Python Image Library (new version is called Pillow)

Machine learning (ml.py): scipy

Moving object geometry (currently commented) (moving.py) and plotting shapely polygons (utils.py): shapely
